Robin graduated from University of Surrey, UK with a bachelor's degree in electrical engineering and a masters' degree in electronic engineering. She completed a doctorate at Durham University, UK. She is a Chartered Engineer, a member of the Institution of Engineering and Technology, UK, a Senior Member of the Institute of Electronic and Electrical Engineers, USA.
 
Robin moved to Hong Kong in the mid 1980s and joined City University in 1990, where she taught consumer mechatronic design and electronic product design. Her research interests included applying consumer electronics technology to robotics, specifically ROVs, and the evaluation of the marine environment. She has published over 60 journal and conference papers since joining CityU, as well as authoring, co-authoring or editing nearly 30 books.
 
Engineering Society Joint Chapter and the IEEE Robotics and Automation Society Chapter in Hong Kong. From 2003 to 2008 she was Director of CityU's Marine Science and Engineering Laboratory, based at Hoi Ha Wan. Robin initiated the MATE Hong Kong Regional ROV Competition in 2006, the first such regional outside continental North America.
 
In 2017, working with colleagues in Indonesia and Singapore, she helped found the ASEAN Regional Competition.
